I did apex configuration on oracle 11g. But "localhost:8080/apex" on browser displays only "Internet Explorer cannot display the webpage". Why? now what can I do?

after I see the apex window on browser. I put user name and password of my all possible try, but it gives "invalid login credentials" error! what can i do
